Section 6: Neighborhood Support Program Management

6.1 It is the Community's responsibility to: Appoint an NSP Manager who is a volunteer to serve as the liaison between his/her Community Council and the Administering Agency to ensure effective participation in the Program.

6.2 While the specific duties assigned by each Community Council to the individual or individuals who will oversee NSP management may vary from neighborhood to neighborhood, the responsibilities listed below are typical of communities that have enjoyed success in the NSP. It should be understood that this is not a mandated or required job description, but is meant as a helpful checklist for Community Councils as they may undertake recruitment for volunteers to aid in the development and implementation of their NSP projects. An NSP Manager should:

  1. Facilitate the Community Council's participation and eligibility for participating in the Program in terms of encouraging an open and well publicized process for deliberating proposal ideas, and generating accurate Minutes and Sign-In Sheets from the decision-making meeting.
  2. Work with Community Council committees to plan projects and budgets in order to maximize the acquisition of up to $10,000 in NSP funds available each calendar year to the neighborhood.
  3. Submit monthly reports to the Community Council relative to the progress on annual NSP contract.
  4. Notify the Agency NSP Director of any concerns, problems, or questions pertaining to the successful implementation of the NSP contract and/or maintaining the Neighborhood's eligibility for NSP.

6.3 The NSP Manager or any Community Council designate is required to adhere to the following NSP Guidelines to ensure the Community's continued compliance with the Program:

  1. Attendance at NSP Review Committee Meeting(s) at which the neighborhood's proposal is to be reviewed and approved in order to answer any questions.
  2. Attendance on an annual basis, of the mandatory NSP Financial and Administrative Procedures Training, unless the administrating agency determined that the member (s) of the Community Council responsible for financial and organizational administration are proficient in those areas.
  3. Participation in and provision of documentation for a NSP monitoring visit if so required by the Administering Agency.
  4. Via a well-publicized recruitment process, secure any paid project managers and monitor each to ensure timely and effective implementation of contracted NSP projects, in compliance with NSP Guidelines.
  5. Retention, organization, and completion of all required NSP paperwork and financial support materials by stated deadlines, including Interim and Final Reports, monthly reimbursement vouchers, financial bookkeeping system, and volunteer hours log.
