Section 9: The NSP Director
9.1 The NSP Director, as designated by the Agency, shall administer all NSP contracts and approves all payments to communities in the program.
9.2 The Director shall assist Community Councils in developing proposals and contracts.
9.3 The Director shall review all proposals to determine possible duplication of services or conflict of services, as well as for compliance with the Guidelines.
9.4 The Director shall prepare all NSP materials for the Review Committee's consideration, and along with support staff, issue contracts to communities with approved proposals.
9.5 The Director shall maintain copies of funded and denied proposals, Review Committee minutes and correspondence pertaining to the proposals and contracts for two years.
9.6 The Director shall provide a NSP orientation session and training workshops for Community Councils on an annual basis. In addition, individual assistance will be provided as requested.
9.7 The Director or designated staff shall conduct on site monitoring visits to provide technical assistance and assess challenges associated with the implementation of NSP contracts.
9.8 The Director, along with the Review Committee, shall conduct program evaluations and report the results to the Agency.
9.9 The Director shall be responsible for interpreting the NSP Guidelines for the Review Committee and the Communities, in consultation with the Agency and City as needed and/or required.
