Section 5: Terms Of The Nsp Contract Between The Agency And The Community Council

The contract between the Community Council and the Administering Agency has the following terms and conditions:

5.1 The program year begins January 1 and ends December 31 of each calendar year. Neighborhoods must submit proposals according to the published calendar of deadlines established by the Review Committee.

5.2 A Community Council may submit proposals for:

  1. No more than one contract per calendar year.
  2. A maximum grant of $7,000 or maximum amount allowed by City Council if greater, per calendar year.

5.3 Community Councils or groups may combine proposals and share one contract as long as the benefits to the participating neighborhoods are evident and agreed coordination is submitted in writing.

5.4 Community Council shall submit written performance reports twice during the period of the contract (Interim and Final Reports). Final Reports may be submitted as soon as projects are completed, but no later than January 15 of the following year. In order to assure a 12-month contract term for the following year, "projected" Final Reports shall be included with a new proposal submitted for approval prior to the end of the current contract year. If the projected Final Report is substantially different at the conclusion of the year, the Community shall supply an updated Final Report.

5.5 No advance payments are permitted. The payment process is on a reimbursement basis through a voucher invoice or against an invoice for goods or services received. Vouchers, if any, shall be submitted on a quarterly basis at the minimum unless no expenses occur in the quarter and preferably on a monthly basis. Specific procedures for filing claim vouchers can be referenced in the materials provided at the mandatory NSP Financial and Administrative Procedures Training or Information Provided by the Administrating Agency.

5.6 Payments shall be withheld when Interim and/or Final Reports are not submitted by established deadlines until those reports are filed with the Agency.

5.7 A Community may not receive in excess of two formal amendments for a single contract (see Section 7.11). Amendments must be filed in the same procedure as specified for proposals.

5.8 When a contract permits hiring, the Community Council shall follow guidelines furnished by the City's Contract Compliance office and prevailing equal opportunity policies.

5.9 A Community Council shall have at least one representative attend the annual NSP Financial and Administrative Procedure Training. Failure to attend will result in the Community Council's temporary suspension from participation in NSP until training requirements have been met.

5.10 Community Councils must submit the name, address, zip code, and phone number of a person willing to serve as the Council's representative when that Council is selected by lottery to serve on the Review Committee.
